The draft Apprenticeship Funding Rules for 2024/25 (1st August 2024 – 31st July 2025) are now available. Any feedback should be sent to fundingrules.comments@education.gov.uk by Friday 26 April 2024.
Some of the changes:
- Reducing the administrative requirements for learning support. In order to reduce bureaucracy associated with claiming learning support, reviews will move from monthly to every 3 months and an assessment for learning support will be allowed to happen at any time during the apprenticeship.
- Widening the flexibilities in English and Maths requirements for apprentices who have learning difficulties and disabilities. Following a positive pilot, English and maths flexibilities are being extended for apprentices who have learning difficulties or disabilities but no Education, Health and Care Plan, to study a more suitable level of English and maths.
- Introducing a new £30,000 de-minimis in relation to subcontracting. It will be made easier for providers to bring in industry specialists to deliver training by introducing greater flexibility in subcontracting arrangements.

Version 3 of the 2023 – 2024 Apprenticeship Funding rules
Please note that Version 3 of the 2023 – 2024 Apprenticeship Funding rules were also published. These updated rules reflect the recent apprenticeship announcements made by the Prime Minister:
- the removal of co-investment, for new starts from 1 April 2024, for non-levy paying employers taking on apprentices aged 16 to 21
- raising to 50%, from April, the proportion of their levy funds that employers can transfer to other businesses
In respect to the changes to co-investment, please note that the associated changes to the payment systems will take several weeks to introduce. This means that providers will continue to receive monthly payments representing 95% of the agreed price for training and assessment until June, when backdated payments for April and May for the 5% balance of funding will be made.
